It is the secret trade agreement between the US and Asian nations that has been kept highly classified even from members of congress until November 5, 2015 when it was released to the public ( https://ustr.gov/tpp/ ) for congressional ratification. As of right now, Congress has not had any discussion on this ratification, but their failure to act does not mean that the agreement will go away. It is set to enact by default in 2018 unless Congress actively votes it down.
