One of them is why have Congress when they do not want to agree for the People (who hired them) but the interest of their pocket book and cronies. The second one is, why have Congress, when the new "norm" is for the puppet post of the United States of America to just use Executive Order, Presidential Memorandum, or Presidential Proclamation.
